LaGuardia Uses Technology to Connect to Deaf Students
For two years now, Deaf and Hard of Hearing students who are socially or geographically isolated have been able to sit in a classroom with their peers and work on improving their reading and writing skills for academic and career advancement, thanks to an innovative collaboration between LaGuardia Community College/CUNY’s Program for Deaf Adults (PDA) and Postsecondary Education Programs Network-Northeast (PEPNet) at NTID/RIT.The Developmental English Distance Learning project (initiated in 2006) is a video-conferencing project that brings a trained instructor who is fluent in ASL from LaGuardia to students in remote areas of the country for a total of 45 instructional hours of English Literacy courses, based on PDA’s curriculum, via the Internet. Using a Polycom® high definition video and audio system as well as other features, the instructor and students are able to see each other as well as the instructional materials projected behind the instructor, with use of a tool similar to the kind meteorologists use for weather reports on news broadcasts. To help ensure effective communication on both sides, at the remote sites an instructional facilitator assists students by clarifying material, getting their attention when necessary, controlling camera angle, and troubleshooting any technical problems that may occur there. Five Deaf adults participated in the program at the Vermont Center for Deaf and Hard-of-Hearing in Brattleboro, VT in spring 2009, seven Deaf adults attended at the Hiram G. Andrews Center in Johnstown, PA in winter 2010, and six Deaf adults attended at North Essex Community College in Haverhill, MA in fall 2010.
