Mr. Carragher has over 30 years experience in the Foreign Service including two Deputy Chief of Mission postings to US Embassies in Santiago, Chile and Harare, Zimbabwe. He has served as Coordinator of Cuban
Affairs, Director for the Office of Brazil and Southern Cone Affairs, and as the first Senior Advisor to the Commissioning and Tenure Board. His other overseas postings include U.S. Embassies in the Dominican Republic, South Africa, and Argentina. While on detail from the State Department Mr.
Carragher was awarded an International Affairs Fellowship with the Council on Foreign Relations in 1981.
