Dr. Belkharraz was an Electrical Engineer at Sibelec Electric Repairs during the period 1995-1997. He holds a Ph.D. degree in Electrical Engineering. Since March 2004 he has been on the faculty of LaGuardia Community College where he currently holds the title of Professor and Chairperson in the Department of Mathematics, Engineering, and Computer Science. Dr. Belkharraz received the positive assessment of engineering qualifications from Canadian Council of Professional Engineers on December 2002. He also received the best session award at the American Control Conference, Denver, CO June 2003.
Dr. Belkharraz is the recipient of the CUNY Collaborative Incentive Grant ($60,000.00 from 10/2004 to 10/2006) entitled ”Simple Adaptive Control for Aircraft With Control Surface Failures”. He was one of twenty – four professors across the entire City University of New York to receive a CUNY Collaborative Research Grant in round eleven.
Dr. Belkharraz is the founding director of LYCEE: LaGuardia Youth Center for Engineering Excellence. LYCEE offers high school students the opportunity to explore and to develop their interest in engineering and science in an after school program.
Dr. Belkharraz has played a very crucial role to obtain a Title V grant to establish LYCEE. LYCEE has been his dream for many years. Finally, his dream came true and LaGuardia Community College and Vaughn College of Aeronautics have won a Title V grant in the amount of $5,000,000.00 to be shared equally. The grant is being used to establish LYCEE, equip two engineering labs, along with other projects.
Dr. Belkharraz served as Co-PI on an NSF grant project titled: “CI-TEAM Demonstration Project: Enhancing STEM Education through a Faculty Professional Development about using Cyber Infrastructure”. The amount of the grant was $250,000.00 for 2011-2013 academic years. The project was a collaborative effort between City College of New York (CCNY), LaGuardia Community College (LGCC) and Hostos Community College (HCC). It provides a highly focused and innovative approach for community college educators to work as teams to gain direct experience applying information technology and CI to science and mathematics coursework.
Dr. Belkharraz’s area of research is fault tolerant flight control design for aircraft control surface failures. His work on eigenstructure assignment for fault tolerant flight control design was funded by a NASA Faculty Award Research (Principal Investigator: Dr. Sobel) during the period 1998 – 2002. Dr. Belkharraz has published numerous research papers in the area of flight control.

Dr. Yves Ngabonziza is an associate professor in the Department of Mathematics, Engineering and Computer Science at LaGuardia Community College of CUNY since the Fall 2009. He received his Ph.D. in Mechanical Engineering from the City University of New York. He is a member of the American Society of Mechanical Engineers (ASME) and a member of the National Society of Black Engineers (NSBE).
Dr. Ngabonziza has published numerous papers in the field of solid mechanics.
He has given talks to different major national and international conferences and has received the best paper award at the 3rd International Multi-Conference on Engineering and Technological Innovation (2010). Dr. Ngabonziza is a reviewer for the Journal on Systemics, Cybernetics and Informatics.
In his research on self-sensing of composite materials, he established test procedures and conducted tests (static and fatigue) as well as post test analysis, including Finite Element Analysis (FEA) in order to develop a composite structural self-diagnostic system technology for aircraft structural health monitoring (SHM) utilizing composite materials’ multifunctional (mechanical & electrical) characteristics. In addition to that,
Dr. Ngabonziza has conducted an extensive research study on electrical and mechanical properties of Carbon nanotubes (CNT)/ Polymer composites produced by melt processing. Manufacturing, experimental and analytical analyses were carried out. All the above analyses can have applications ranging from EMI/RFI shielding, conductive ducts, electrostatic dissipation (ESD), radar-absorbing materials for low-observable (“stealth”) to sensors.
Dr. Ngabonziza mentors students in robotics under the LYCEE program and the use of Computer Aided Engineering.

Dr. Rahman received a B.E. in Electrical Engineering from the Bangladesh University of Engineering and Technology (BUET), Bangladesh, in 1996, an M.E. in Electrical Engineering from the City College of the City University of New York in 2001 and a Ph.D in Electrical Engineering from the CUNY Graduate Center in 2008. Dr. Rahman received a NASA research award in 2009-2014 and PSC-CUNY 38 research award in 2008-2009. He was also awarded a University Fellowship from 2002 to 2007. In December, 2010, Dr. Rahman received a certificate from CUNY Chancellor, Dr. Matthew Goldstein, a “Salute to Scholars”, honoring his outstanding scholarly achievements and contributions to the creation and transmission of knowledge. He was the sole LaGuardia faculty member to receive this award in 2009-2010.Currently, Dr. Rahman is an associate professor in the Mathematics, Engineering and Computer Science Department at LaGuardia Community College. His current research interests are in the area of satellite remote sensing, application of NOAA environmental satellite data (climate and weather impact on ecosystems, vector borne disease systems such as Malaria and Dengue and environmental hazards), and error correction of NOAA/GOES environmental satellite data due to orbital drift, and sensor deterioration and alternative renewable energy like solar and wind energy. In the past five years, he has authored or co-authored more than 10 journals and conference papers. Dr. Rahman is an active member of Institute of Electrical and Electronics Engineers (IEEE), National Oceanic and Atmospheric Administration (NOAA), and International Society for Optical Engineering (SPIE). Currently, he is a registered Professional Engineer (PE) in the states of New York and Michigan.
